rpymat: Easy to Configure an Isolated 'Python' Environment

Aims to create a single isolated 'Miniconda' and 'Python' environment for reproducible pipeline scripts. The package is a shell of 'reticulate' package, but provides more stable behaviors, especially on 'ARM' machines.
